 Dogs need to be exercised. There are a lot of dogs in our community and there really isn't a safe place for them to do that at this time.

 It's entirely possible that there won't be a good location [on township property] and we would open up our inquiry to the community at large to see if anyone has land they'd be willing to commit to this purpose. Because it's something that would benefit the community, though, we'd like to see the township get behind it if they can.

 There are a number of people in the community who are handicapped and rely on guide dogs. They are working dogs and this would give them a place to play. Every worker needs time to play.
