Consumer-driven plans are proving attractive to some, but with just a couple million people now enrolled, it's too early to know whether they'll have a meaningful effect on the health system.

Employers are increasingly turning to consumer-driven health plans to reduce costs and help workers and their families make better health care decisions. Not only do companies protect their bottom lines, they help make employees better health consumers.

Among adults who have the consumer-driven health plans, we are finding lower satisfaction with quality of care, out-of-pocket costs, and a low satisfaction in their plans overall.

But many have done so. And 52 days into the sign-up period we have 25 million people enrolled these many plans.

But those that need affordable health care most can't afford to invest. More than half of those already enrolled in these plans have not put any money in their health savings account.

Over 85 percent of all health plans' costs are governed by provider contracts. Without Guardian, health plans lack a system that successfully manages these costs. Today, Guardian gives health plans the contract visibility and mobility they have lacked, reducing their risks, speeding up the contracting process, and increasing the effectiveness of their network management.

These findings provide evidence that high-deductible and consumer-driven plans may undermine the two basic purposes of health insurance: to reduce financial barriers to needed care and protect against high out-of-pocket cost burdens for patients.

Consumer driven (health care) will only reach its full potential when people have access to this kind of information.

Smaller business employers have told us they want the same flexibility, savings, integration and consumer-focused approaches of consumer-driven health care that are available to larger businesses.

We are now seeing consumer-driven plans are where companies are going.

First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

It's too early to tell whether the decline in HMO/POS enrollment is a short-term phenomenon or -- more ominously -- a sign that these managed care plans may not become the centerpiece of the nation's health care delivery system after all.
