The massed artillery is relatively easy for NATO planes to target. And we have been targeting that, and have now, we believe, removed the majority of the artillery in Kosovo -- perhaps as much as 90 percent of the artillery in Kosovo in the last several weeks -- by attacking massed artillery along the borders.

The situation is desperate and it's getting worse and worse by the hour, with thousands more crossing the border from Kosovo into Albania predominantly, but also into Macedonia and Montenegro .

We've seen a continuing build up of artillery in the western part of Kosovo so he can shell into Albania...he's hitting civilians,

There are almost no roads connecting the south with the rest of the country and neighboring nations, and in most cases, the few available are either still mined or usable only during the dry season.

What we are seeing is a safari operation ongoing by Serb security forces against Kosovo Albanians. First, there is a pattern of shelling into the hills, beating them out of the bush if you like. Then they are on the roads ... being moved hither and thither, particularly being mixed up with military vehicles of course on those roads. Then they are put into trains and sent to borders but sometimes when they arrive they are sent back again.

We have 20,000-pound bridges in this area. A loaded semi with trash will weigh 80,000 pounds. Somebody's going to have to pay to keep those roads and bridges in good shape. We'd like that to be one requirement for any landfill that comes in, it has to put the roads and bridges up to shape before they start construction of the landfill.

Effective measures are necessary to end the fighters' activities, liquidate their bases in Kosovo and reliably close the Kosovo section of the Yugoslav-Macedonian border and the Albanian-Macedonian border.
