This threatens to undermine the whole framework of international human rights law -- including the consensus on the absolute prohibition of torture and other cruel, inhuman or degrading treatment or punishment.

Cambodia seems to be traveling down the path to becoming an elected dictatorship. en As western governments improve relations with Libya, they should press the government to improve its respect for human rights. Libya's cooperation in fighting terrorism should not mean carte blanche to commit abuse.
